The Cable Map Is a Vulnerability Map

Nearly all intercontinental data moves through undersea cables. The number of ships capable of repairing them is startlingly small.

Satellite links carry a rounding error of intercontinental traffic. Effectively all of it moves through fiber optic cables lying on the seabed, in bundles a few centimeters across, in known and published locations.

Breaks are routine. Anchors, trawlers, and seabed movement sever cables somewhere in the world most weeks, and the system absorbs it because traffic reroutes automatically and the affected route is usually restored within days.

The constraint is the repair fleet

That restoration depends on a specialized ship with the right equipment and crew. The global fleet of these vessels is small, aging, and concentrated in the hands of a few operators, and building a new one takes years.

Routine failures are spread out enough that the fleet keeps up. Several simultaneous cuts in one region would not be, and the queue would be resolved by contract priority and proximity rather than by any assessment of which country needed service most.

Redundancy in the network does not help if the thing in short supply is the ability to fix it.

Deliberate cuts are hard to attribute

A vessel dragging an anchor across a cable route produces damage that looks exactly like an accident, and the legal regime for the high seas gives an investigator very little to work with. Attribution takes months and rarely reaches a standard that would support a response.

That combination, high consequence and low attribution, is precisely the profile of an action a state might take while remaining below the threshold that triggers a serious reply.

What is being done

Several governments have begun funding additional repair capacity, mapping their dependencies, and requiring new landings to diversify routes. Cable operators have started sharing outage data more freely than commercial instinct would suggest.

It is a reasonable start and it is slow, because the binding constraint is shipyard capacity and trained crews rather than money or awareness.
